1. Election of the Chairman and Secretary of the Conference, as well as Members of the Presidium of the Conference

2. On the creation of the All-Russian public organization “SPORTS POKER FEDERATION” (Report).

• A brief overview of the Draft Law “On state regulation of activities related to the organization and conduct of gambling and betting” and the prospects for its adoption by the State Duma.
• A brief overview of the poker movement in Russia and the thesis that poker does not fall under the definition of gambling.

Lesnoy D.S.: “The draft law “On state regulation of activities related to the organization and conduct of gambling and betting” may negatively affect the fate of poker, which is not a game of chance. The task of the “SPORTS POKER FEDERATION” is to achieve recognition of poker as the sport that it is in its essence. In poker, skill, not luck, wins.

Krivonos A.: “Poker has the right to life and there will definitely be a Poker Federation.”

3. Objectives of the Federation: (Report).

Lesnoy D.S.: I will list the tasks that we have to discuss at today’s conference.

• Discuss the project and approve the charter of the All-Russian public organization “SPORTS POKER FEDERATION”.
• Determine the quantitative composition of the members of the Executive Committee of the All-Russian public organization “SPORTS POKER FEDERATION”.
• Elect members of the Executive Committee of the All-Russian public organization “SPORTS POKER FEDERATION”.
• Elect the President and Honorary President of the All-Russian public organization “SPORTS POKER FEDERATION”.
• Determine the number and elect Vice-Presidents of the All-Russian public organization “SPORTS POKER FEDERATION”.
• Approve the regulations on the control and audit commission of the All-Russian public organization “SPORTS POKER FEDERATION”.
• Elect members of the control and audit commission of the All-Russian public organization “SPORTS POKER FEDERATION”.
• Determine the founders of the All-Russian public organization “SPORTS POKER FEDERATION”.
• Consider the issue of state registration of the control and audit commission of the All-Russian public organization “SPORTS POKER FEDERATION”.
• Discuss the budget of the SPORTS POKER FEDERATION.

Gavrilov M.: I propose to create an additional committee on Online poker and put this proposal to a vote.

Lesnoy D.S.: Online poker, in my opinion, should not have separate regulation.

Khvorykh G.: The question is being put to a vote: increase the number of committees and create a committee on Online games.

6. Discussion of projects and approval of the charter of the All-Russian public organization “SPORTS POKER FEDERATION”.

Ioffe V.: From a legal point of view, the Charter complies with the Legislation, but there are some comments: will the prefix “club” in the name of the Federation create obstacles in the future? I propose to rename the Russian Federation of Club Poker into the Russian Federation of Sports Poker. They don't pay attention to poker at the moment, there is nothing against it. But going forward, there may be problems facing casinos and slot machines. There will be a lot of slander about poker. This step has enormous political significance. We are not a casino, but hobby clubs. They don't make money from this.

Krivonos A.: Playing for money does not mean that it is not sporting. The position of the Sports Committee on this issue: “Poker is a sports game!”

Khvorykh G.: The task is to instruct a lawyer to change the wording of the charter: correct “club poker” to “sports poker”. I propose to move on to voting.

Shkatula A.N. (lawyer): I propose to consider the definition of club poker, but not limit ourselves to the definition of sports.

Zverev A.V. (conference participant): I still propose that the Federation be called Sports Poker, not Club Poker.

Lesnoy D.S.: I’m for it!

Phrase from the audience: The main task of the Federation, in my opinion, is the recognition of poker as a sport. Holding championships, competitions, open tournaments, etc. I am for the Federation to be called Sports Poker.

Khvorykh G.: I propose to approve the Charter and the amendment to the name of the Charter of the All-Russian public organization “RUSSIA SPORTS POKER FEDERATION” by open voting. Who agrees?
